Programs

The Office of Social Equity is charged with administering two programs: the Community Reinvestment and Repair Fund (CRRF) and the Social Equity Partnership Grant Program.

Community Repair and Reinvestment Fund
The Community Reinvestment and Repair Fund (CRRF), funded by cannabis sales tax revenues, provides funding to local jurisdictions to support community-based initiatives that benefit low-income communities and communities that have been disproportionately impacted by the enforcement of cannabis prohibition.

By law, the Office of Social Equity will provide the percentages allocable to each local jurisdiction based on the total number of cannabis possession charges in each jurisdiction – between July 1, 2002, and January 1, 2023 – compared to the total number of cannabis possession charges in the state.

CRRF Survey Results Report, December 15, 2023.

The Office of Social Equity recently submitted a report detailing how funds in the Community Reinvestment and Repair Fund were allocated during the first quarter of 2024.

Social Equity Partnership Grant Program (coming 2024)

The Social Equity Partnership Grant Program aims to promote certain partnerships between operational cannabis licensees and social equity licenses; a qualifying partnership is one where an operational cannabis licensee provides training, mentorship, or shared commercial space/equipment to a social equity licensee. Operational cannabis licensees that participate in the Program may receive grants equal to the cost of the license conversion fee that was paid by the operational licensee OR $250,000 per year per partnership.
